Chapter 1 General Provision |

Article 1. |
The committee shall be named as the Editorial Committee. |

Article 2. |
The editorial committee shall be under the command of Pan-KoreaEnglish Teachers Association on Article 2, Chapter 4 of the PKETA Constitution.. |

Chapter 2 Organization |
| |
Article 1. |
Editorial committee consists of about 30 among whom there shall be a chair, a secretary, and editorial committee members.

Article 2. |
The chair of editorial committee holds both editorial and publication vice-presidency concurrently and the term equals to that of the vice-president.
|

Article 3. |
Editorial secretary and committee members excellent in academic research are recommended by the President and appointed by the executive committee. The term equals to that of the executive board members. |

Article4. |
The editorial committee members shall be appointed according to academic, regional, institutional proportions as follows:
No. 1 The editorial committee members shall be appointed from the specialists relevant to the research area.
No. 2 The editors shall be appointed from universities and research institutions in diverse areas.
No. 3 The editors shall be appointed from English education specialists in primary and secondary schools.

Chapter 3 Functions |

Article 1. |
The editorial committee decides on the format, style, frequency of publication, length, editorial regulations, and submission guidelines of English Language Teaching Journal.

Article 2. |
The chair of editorial committee assigns the submitted manuscripts to the editorial committee members and the editorial committee decides on the acceptance of the manuscripts submitted.

Article 3. |
All decisions except the editing of manuscripts submitted should be approved by the executive committee. |

Chapter 4 Meetings |
| |
Article 1. |
The editorial meeting/conference shall be called regularly according to the publication schedule. |

Article 2. |
The attention of half of the members is required for convention/meeting and the proposal should be approved bythe half of the participants voting. |

Chapter 5 Evaluation Criteria |
| |
Article 1. |
The appropriateness of the content: Manuscripts considered for publication will be reviewed for their presentation and analysis of new empirical data, expert use of appropriate research methods, and rigorous development of theories relevant to problems in language studies-with the guiding criterion of providing distinct increment in existing knowledge. Manuscripts from English linguistics, English literature, or adjacent fields should contain the educational implication in learning or teaching English. |

Article 2. |
The creativity of the content: Manuscripts will not consider articles that have been published or are being considered for publication elsewhere. Manuscripts should offer a new, original insight or interpretation and not just a restatement of others' ideas and views. |

Article 3. |
The appropriateness of the format and style: Manuscripts should conform to the relevant format of the submission guidelines suggested in the Pan-Korean English Teachers Association and the specifications of the Publication Manual of the American Psychological Association (4th ed.).

Article 4. |
The appropriateness of organization and development: Manuscripts should conform to the logical and pertinent organization and development generally accepted in the language studies.

Article 5. |
The appropriateness of research method: Manuscripts should include a clear statement of the research questions and the hypotheses, explicit identifications of the research design, and complete discussion of data analyses and results. |

Chapter 6 Evaluation Procedure |

Article 1. |
Receipt : The manuscripts should be received three months before publication date. The chair shall send the certificate to the contributors on the receipt of the manuscripts submitted. The manuscripts which do not conform to the relevant format of the submission guidelines suggested in the Pan-Korean English Teachers Association and the Publication Manual of the American Psychological Association (4th ed.) will be returned without being considered for publication.
Time for Publication : publishes four issues of "English Language Teaching" Journal per year:
(1) Spring issue, March 31st;
(2) Summer issue, June 30th;
(3) Fall issue, September 30th;
(4) Winter issue, December 31st.

Article 2. |
Evaluation Request : The chair of the editorial committee classifies the manuscripts received according to the their special areas, appoints the referees, and send the manuscripts with the evaluation request form to the appointed referees.Each manuscript shall be refereed by at least three specialists with the contributors' names and affiliations blinded. |

Article 3. |
Evaluation : Each referee reviews the manuscripts and decides the submission of the manuscripts based on four criteria:
(1) Accepted for publication;
(2) Accepted for publication with revision;
(3) Re-evaluated after revision; and
(4) Rejected. |

Article 4. |
Report of Evaluation : Each referee fills out the evaluation form with general comment, publication decision, and request of revision and reports to the chair of editorial committee with the submitted manuscripts. |

Article 5. |
Editorial committee meeting : The chair of editorial committee calls for editorial committee meeting to review the evaluations. |
| |
Article 6. |
Notice of Evaluation results : The chair of editorial committee sends the evaluation form and the manuscripts with the request of revision to the contributors. The manuscripts sent back to be re-evaluated after revision will be re-evaluated for the next issue being followed by the same evaluation procedure. |

Article 7. |
Format : The received date and the submission date shall be described under the title of the manuscripts.

Article 8. |
Others : If the manuscripts considering for publication or published are found to be published in other journals or plagiarized from other publications, the publications of them are called off and banned submitting for publication for some period by the editorial committee.

| |
Questions of general concern should be directed to the chair of the editorial committee. |
